There are initial criteria for joining the Tomoh Program:
1. The enterprise must be Saudi
2. The enterprise must be classified as small or medium according to the
definitions of the Small and Medium Enterprises General Authority
3. The enterprise must demonstrate fast growth (a growth rate of 20% or
more in revenue or number of employees for three consecutive years)
4. The enterprise must have ten or more employees
